In the presence of His Excellency Dr. Haifa Abu-Ghazaleh, Assistant Secretary-General and Head of the Social Affairs Sector in the General Secretariat of the League of Arab States, His Excellency Dr. Amr Ezzat Salama, Secretary-General of the Association of Arab Universities, a representative of the Arab Organization for Education, Culture and Science, and a number of Ministers of Higher Education in some Arab countries. The Arab Organization for Quality Assurance in Education "AROQA", along with a group of thinkers, experts and specialists in the quality of education, participated in the signing ceremony of the memorandum of understanding for the Arab Ranking Project for Arab Universities, which was held virtually through  Zoom program. The Ministry of Higher Education in the Republic of Iraq, which hosted a workshop to set the general framework and criteria for Arab Ranking of universities at the beginning of September 2018 in the city of Baghdad, and His Excellency the Arab Ministers of Higher Education and Scientific Research adopted the final document during the seventeenth session of the Conference of Arab Ministers of Higher Education and Scientific Research, which was held in the Republic of Iraq Arab Egypt on December 24 and 25, 2019, and the document included the assignment of the Tripartite Committee (General Secretariat of the League of Arab States) For Arabic - The Arab Educational, Cultural and Scientific Organization - The Federation of Arab Universities) to develop its implementation plan.

His Excellency Dr. Amr Ezzat Salama, Secretary-General of the Association of Arab Universities, addressed the Association 's efforts to raise the level of education in Arab universities by presenting the Arab Ranking Project, which in turn provides a set of incentives for Arab universities to participate in the university ranking program.

The opening session included speeches by Their Excellencies Ministers in some Arab countries, and Their Excellencies from: the General Secretariat of the League of Arab States, the Arab Organization for Education, Culture and Science, and the Union of Arab Universities.

A visual presentation was made about the Arab Ranking Project for Universities and the mechanisms for its implementation, presented by the members of the Board of Directors of the Arab Ranking of Universities (General Secretariat of the League of Arab States - Arab Organization for Education, Culture and Science - Union of Arab Universities).

In the end, the door was opened for discussion and questions about the Arab Ranking project, and then the memorandum of understanding was signed between the members of the ranking board.
